Our Projects: Economic Planning and Housing Group
Overview
The Economic Planning and Housing Group seeks to provide a clear, long-term vision for the sustainable growth of the Cambridge region. It produces and promotes data and research on the region’s economy and its commercial and housing markets to inform spatial planning and housing needs assessment.
The Group puts forward practical solutions to provide more and better affordable housing for workers and is currently exploring the role of Build to Rent in the city. It is also working to support the transition to a low carbon future by cutting carbon emissions in housing.

Economic Planning and Housing Group Chair: Dr Gemma Burgess, Director of the Cambridge Centre for Housing and Planning Research, University of Cambridge
Dr Gemma Burgess is the Director of the Cambridge Centre for Housing and Planning Research at the University of Cambridge, where she leads a multidisciplinary team working on policy-oriented research projects. Gemma’s research interests include:
- Housing supply and affordability, the planning system, planning obligations, housebuilding
- Housing for an ageing population
- Housing tenure, homelessness, alternative housing models
- Digital innovation, digital inclusion, smart cities, offsite construction, modular housing
Gemma works with a wide variety of public, private and third sector organisations on short term and long term research projects. She is currently a Co-investigator on the £72m Construction Innovation Hub, a partnership between the Centre for Digital Built Britain (CDBB), the Building Research Establishment (BRE), and the Manufacturing Technology Centre (MTC). The alliance aims to drive transformational innovation in the UK construction industry.
